1. Empower citizens in the Shasta County region to imagine and attain their vision of the future through a more accessible, approachable, and meaningful planning process.

2. Ensure long-range mobility through efficient use of existing transportation infrastructure (i.e. managing travel demand) and strategic transportation improvements (i.e. keeping up with needed capacity).
